I am looking to create my own website, though I refuse to pay for it, and I can%26#039;t contact my ISP provider and acquire static IP b/c they charge for that. Where can I find a site that offers free hosting, like geocities use to allow?!

so if you want a short domain then go to http://www.freedomain.co.nr with absolutely no ads. your domain will be like www.yourname.co.nr)
