I'm considering experimenting. How do I set up my own domain with little or no costs?

I want to set up a domain with an alt personality or annonymous identity to experiment with certain subjects or bring attention to subjects often thought but seldom addressed. I intend to play the host. How do I go about this? And how can I do it in a way that does not offend people; yet address adult (NOT SEXUAL CONTENT) matters in which kids cannot access. It contains anything from politics, parenting, singlehood, jobs, real life situations, etc. I also want the domain to make persons feel free to exchange beliefs, modern views and opinions and be free of ugly language and sexual images. Definately adult, but steers clear of all the trash that accompanies it.I would like open exchange with respondents and among persons whom strike upon the same subject.
