Other Replys:Normally Webservers run using port 80. If your ISP is blocking that port you can use another port, however this will mean you have to specify the portnumber in the address. For example if you choose the port 8080 and your address is http://www.testing.com/ you would have to use http://www.testing.com:8080/ instead.
To get around the problem of having a non-static IP address you could use a comercial service like dyndns.

Onwing a domain name you can host your site with a hoster, but for hosting a site on your own computer, you would need to have an IP address that can be accessed from outside world. Since you say you have an internal IP ( which I assume is not a Internet accessible IP) your website would not be accesible on the internet.

Your ISP blocking port 80 will cause you some challenges - or folks will have to know to visit your site(s) at http://yourdomain.org:xx where xx is a port number that%26#039;s not 80.
