Go to http://www.DependableHost.net - they give you a free domain if you pay annually for a hosting account (comes out to about $4 / month). So - you%26#039;ll get your hosting and domain name for $4 / month! Its the best deal ever found!

Not free, but pretty cheap.

Microsoft Office Live

the basic version is free and you get a free domain but the page maker sucks and the only other program you can use is frontpage.

Other Replys:Many hosts will give you a free domain if you host with them.

and

http://www.1and1.com

are both LOW cost hosts.

If you really just want to practice, host it locally on your LAN using IIS.

Other Replys:Sorry to burst your bubble but you%26#039;ll won%26#039;t find a free domain name registration. You could use one of the free web space providers if you want to put up with all the advertising and long URL%26#039;s. I used 50webs.com because I could pay for my domain name registration using my PayPal account and I got the web hosting for free.

Other Replys:U can use this website, dot.tk... but u have only small pop up

its fun, short and cool urls...

Other Replys:You can get a free subdomain at places like no-ip.com, dyn-dns.com, changeip.com. These are all meant for dynamic ips, but you can use them with static ips as well. Just make sure to log into them occasionally. You won%26#039;t get to pick exactly what you want, but you can get a domain name that way.
